Anti-corruption Agency under SSG Detained 4 Public Servants and Directors of Private Companies

The officers of Anti-corruption Agency under State Security Service of Georgia, as a result of operative-searching and investigative activities, detained Mamuli Mamulashvili,  former first deputy head of Tianeti Municipality, Malkhaz Matureli, chief specialist of Infrastructure Development, Spatial Arrangement, Architecture and Supervision Department under Tianeti Municipality, Badri Jimshitashvili, representative of the same municipality in Akhalsopheli administrative unit, and Lia Doreuli, representative of Tianeti municipality in Nakalakari Administrative unit, Malkhaz Lomsadze, director of Ltd. Nikaremstroy Branch in Georgia” and Zaza Chitishvili, acting director of Ltd “Raza” for misusing official powers, assistance in committing swindling and swindling in especially large quantities committed by group with a prior consent.

Investigation established, that, Mamuli Mamulashvili, Malkhaz Matureli, Badri Jimshitashvili and Lia Doreuli misused their official duties and nevertheless the fact, that Ltd “Nikaremstroy Branch in Georgia” and Ltd. Raza had partially implemented kindergartens rehabilitation works envisaged by contract signed with Tianeti Municipality Gamgeoba, signed final acts on the fulfilment of works (so-called form #2), and confirmed that works were allegedly fully implemented. Moreover, Mamuli Mamulashvili working as the first deputy head of Tianeti Municipality, signed final delivery-acceptance act on the completion of kindergartens rehabilitation works, on the basis of which sums of money envisaged by contract signed with companies were transferred.  In fact, according to Samkharauli National Forensics Bureau conclusion, the difference between works performed and funds transferred from Tianeti Municipality Gamgeoba comprised GEL 123 240.

On the other hand, Malhaz Lomsadze, director of Ltd. Nikaremstroy Branch in Georgia” and Zaza Chitishvili, acting director of Ltd “Raza” appropriated state funds by swindling with a prior consent.

The officers of Anti-corruption Agency under SSG also brought to criminal justice, article 370, part I of the Criminal Code of Georgia experts of Ltd. “Arada” Zaza Endeladze and Badri Mikadze on the same case in connection with issuing fake conclusions on completed works.  The abovementioned fake expertise report served as a basis for illegal appropriation of state funds in especially large quantities.

Investigation is carried out on the fact of misusing official powers, assistance in committing swindling and swindling in especially large quantities committed by group with a prior consent. (Article 332, Prt I, Article 180, Part 2 “A” and part 3, subparagraphs “a” and “b” of Criminal Code of Georgia, which envisages from 6 to 9 years of imprisonment).

Investigation is carried out by Anti-corruption Agency under State Security Service of Georgia.
