State Security Service of Georgia Hosted the Delegation of the UN Security Council Counter-Terrorism Committee Executive Directorate

The State Security Service of Georgia organized and hosted the three-day meetings with the Delegation of the UN Security Council Counter-Terrorism Committee Executive Directorate (CTED), paying an official visit to Georgia. The event was opened by the Deputy Head of State Security Service of Georgia Alexander Tabatadze and Chief of Section of the UN Security Council Counter-Terrorism Committee Executive Directorate Ahmed Seif El-Dawla.

The visit of the Delegation of the UN Security Council Counter-Terrorism Committee Executive Directorate aimed at enhancing dialogue between Georgia and the UN, monitoring of the implementation of the relevant resolutions by the country, facilitation and information exchange on the global threats of terrorism, as well as reviewing the activities conducted by Georgia since the last visit of the Committee and defining the fields across which Georgia can share best practices with other countries.

Within the framework of the visit, the Delegation focused on implementation of the relevant UN Security Council Resolutions in several directions, in particular: counter-terrorism legislation and judicial practice, anti-money-laundering and counter-financing of terrorism, effectiveness of law enforcement services, inter-agency coordination and international cooperation, border management, prevention of radicalization and other issues.

The CTED Delegation commended Georgia for its continuous efforts aimed at countering terrorism and violent extremism and its commitment to further enhance cooperation and dialogue in this area. As noted, Georgia was also among the first countries to explicitly criminalize FTF travel back in 2015.

The visiting  Delegation noted a number  of effective mechanisms aimed at ensuring inter-agency cooperation. High level of professionalism of the agencies participating in the discussions was underlined as well.

The visiting  Delegation included CTED experts, as well as representatives  of Expert Group of the Security Council Committee established pursuant to resolution 1540 (2004) (“1540 Expert Group”); the International Criminal Police Organization (INTERPOL); the International Maritime Organization (IMO); the International Organization for Migration (IOM); the United Nations Office on Drugs and Crime (UNODC).

Up to 80 representatives from the relevant executive state agencies and judiciary involved in countering and prevention of terrorism, including from Ministry of Internal Affairs, Ministry of Defense, as well as Ministry of Justice, Ministry of Foreign Affairs,  Ministry of Internally Displaced Persons from the Occupied Territories, of Health, Labour and Social Affairs, Ministry of Education, Science, Culture and Sports, Office of the State Minister of Georgia for Reconciliation and Civic Equality, Ministry of Economy and Sustainable Development, Ministry of Finance, Financial Monitoring Service, National Bank of Georgia, Insurance State Supervision Service, Office of the Prosecutor-General and judges took part in the discussions, together with the State Security Service of Georgia.
