The Anti-Corruption Agency of the State Security Service of Georgia Detained One and Exposed 4 Individuals

The officers of the Anti-corruption Agency of the State Security Service of Georgia, as a result of operative-searching and investigative activities, detained on the fact of fraud the citizen of Georgia Otar K. on the basis of court ruling and exposed to crime on the fact of neglecting official duty the members of Recognition Commission of the Parcels of Land Possessed (Used) by Natural Persons and Legal Entities under Private Law of Akhaltsikhe Municipality: Zaza G. – the former Chairman of the Commission and the former Deputy Mayor of Akhaltsikhe Municipality, Samvel O. – the former member of the Commission, the former member of Akhaltsikhe Municipality Assembly, Gela M. – the former member of the Commission, senior specialist on the issues of duties and taxes of the City Hall of Akhaltsikhe Municipality and Mamuka P. - the former member of the Commission, the former employee of the Property Management Agency.

The investigation established that in 2015 Otar K. submitted forged documents to the Recognition Commission of the Parcels of Land Possessed (Used) by Natural Persons and Legal Entities under Private Law of Akhaltsikhe Municipality, as if, he had owned a parcel of land next to the house until 2007 and requested transfer of the land parcel to his ownership. The Chairman of the same Commission, Zaza G., and the members of the Commission, Samvel O., Gela M. and Mamuka P., due to inappropriate attitude to their official duties, didn’t examine the authenticity of the documents and facts, submitted by Otar K. to the Commission, and satisfied his illegal request by neglecting their official duties. As a result of it, Otar K. registered in the Public Registry and misappropriated the state-owned non-agricultural parcel of land nearby to Samsonidze Street in the Akhaltsikhe city.

Investigation is underway on the fact of fraud, causing substantial damage, and neglecting official duty (Article 180, Part II, sub-paragraph “b”, of the Criminal Code of Georgia, which envisages imprisonment for a term of 4 to 7 years; and Article 342, Part I of the Criminal Code of Georgia, which envisages imprisonment up to 3 years). Investigation is carried out by the Anti-Corruption Agency of the State Security Service of Georgia.
